Mrs. Wendy Craigg, Ex-Officio
Board Member
Mrs. Wendy Craigg was appointed Governor of the Central Bank of The Bahamas on June 1, 2005. She attended St. Augustine's College, Nassau, Bahamas. She obtained a Bachelor of Arts in economics and business from the College of Mount Saint Vincent, New York and a Master of Business Administration from the University of Miami. She is also a graduate of Fordham University where she obtained a Master of Arts in Economics.
Mrs. Craigg holds Certificates in Financial Analysis & Policy from the International Monetary Fund Institute and Central Banking from the Swiss National Bank. She has also participated in numerous specialized courses and seminars in economics.
Mrs. Craigg joined the Central Bank of The Bahamas in 1978 and has held numerous positions in the Research Department. On September 10, 1997 she was appointed Deputy Governor. A career central banker, she has published numerous papers on economic issues and has been closely involved in a number of initiatives to enhance the delivery of domestic banking services including the ongoing payments system modernization initiative and Automated Clearing House (ACH).
Mrs. Craigg has been an ex-officio Board Member of the Securities Commission of the Bahamas since June 1, 2005. She also serves as a Director on the National Insurance Board, Co-Chair of the Trade Commission, an Executive Committee member of the Caribbean Centre for Monetary Studies, and a Lead Negotiator for The Bahamas on the FTAA Services Negotiating Group.
Mr. John Archer

Mr. Archer obtained a Bachelor of Science Degree from Eastern Michigan University, Michigan. He began his career in the Bahamas's financial services industry in 1968.
He held various positions at Citibank N.A., including that of Local Treasurer, and previously held the position of Market Trader at Matrix Investment Ltd. and Citicorp Banking Corporation. He is currently employed at The Bahamas Development Bank in the position of Senior Manager, Operations Department.
Mr. Archer is a former member of the Kiwanis Club, Cable Beach and the Foreign Exchange Association (FOREX) in Nassau.
Mr. Archer was appointed as a member of the Securities Commission on July 1, 2007.
Ms. Deborah Bastian
Board Member
Ms. Bastian obtained a Bachelor of Arts Degree in Business and Economics from the College of St. Benedict, St. Joseph, Minnesota.
Ms. Bastian is a career public officer. She joined the staff of the Ministry of Finance in 1980 and has held numerous positions within that organization. Ms. Bastian was also employed at the World Bank in Washington, D.C. for a number of years where she served in the capacity as an Advisor to one of the Executive Directors. Appointed to the position of Senior Director of Finance in October, 2008, Ms. Bastian has responsibility for the Budget Department, Ministry of Finance.
Ms. Bastian holds certificates in Public Expenditure Management from numerous institutions including Harvard University, International Monetary Fund Institute and the World Bank Economic Development Institute.
Ms. Bastian serves as Alternate Lead Negotiator for The Bahamas on FTAA Impact on Small Economies. She is also a member of the Caricom Budget Committee and the Organization of Caribbean States Budget Committee. She is a past member of The Bahamas Trade Commission, and rapporteur – Bahamas Telecommunications Company (BTC) Privatisation Committee and BTC's Privatisation Evaluation and Negotiating Team.
Ms. Bastian was appointed as a member of the Securities Commission on March 25, 2009.
Mr. Maitland Cates

Mr. Cates was born in Rock Sound, Eleuthera, Bahamas. Mr. Cates began his career with Sir Stafford L. Sands, Attorney-at-Law in 1957, after which he joined Andrae & Fingland in 1958.
He joined Price Waterhouse & Co. on the formation of P. W. Bahamas firm in 1963; transferred to London as student trainee 1964-1966; exchange visit to New York 1972; admitted to partnership 1973. He became the Partner in charge Freeport Office between 1979 and 1993, and retired in December, 1993.
In January 1994 he formed the firm Cates & Co., Chartered Accountants, and joined Chancery Corporate Services Limited in February 1994. Mr. Cates is a licensed Public Accountant in The Bahamas and was appointed as a Justice of The Peace in November, 1998 He holds memberships in numerous professional bodies, including The Chartered Association of Certified Accountants, Bahamas Institute of Chartered Accountants (where he was a founding member, and served as Vice President between 1971-1975), Freeport Committee of Bahamas Institute of Chartered Accountants (member between 1974-1978), the Society of Trust and Estate Practitioners, and the Canadian Comprehensive Auditing Foundation.
Mr. Cates has received various awards and honours during his career including the Youth of The Americas Award for International Scout Service in 1988, the Order of the Condor for Development of Scouting in the Americas in January 1988, Bahamas Institute of Chartered Accountants (BICA) President's Award for contribution to the Accounting profession in the Bahamas in 2002 and the Paul Harris Fellow Award from the Rotary Club of Freeport for service to youth and the community in Grand Bahama.
Mr. Cates is a Director of Bank of Bahamas, Freeport Oil Holding Company Ltd., Immuno Augmentative Research (Bahamas) Ltd. and Sentinel Bank & Trust Ltd, where he serves as Chairman of the Board. He was appointed as a member of the Securities Commission in August 2008.
Mrs. Michele Fields

Mrs. Michele Fields was appointed Superintendent of Insurance of the Insurance Commission of The Bahamas on January 1, 2012. Mrs. Fields has served as a Commissioner at the Insurance Commission of The Bahamas since its inception in 2009.
Mrs. Fields is a member of the Institute of Chartered Accountants in England and Wales, having qualified with PMG (formerly Peat Marwick Mitchell) in London, England in 1982. Upon her return to The Bahamas, she was admitted as a member of the Bahamas Institute of Chartered Accountants and worked with KPMG in Nassau from 1982 to 1994. During this time she gained extensive experience in accounting, auditing, financial advisory and corporate finance in a wide range of industries
In 1994, she joined the management team of Global Life Assurance Bahamas Ltd. (now Colina Insurance Ltd.). During her tenure at Colina, she held the positions of Financial Controller, Chief Risk Officer, Vice President of Group and Corporate Administration and Company Secretary of the BISX listed parent company. While there, she acquired a wealth of knowledge in the life and health insurance industry, business administration and company management.
In 2008, she established a consultancy practice providing accounting and business consulting services to companies in a range of industries, including insurance.
She is married to Edward Fields and they are the parents of a daughter, Candace.

Mr. Sterling Quant
Board Member
Mr. Quant was born in New Providence, The Bahamas. Mr. Quant obtained a Bachelor's degree in Business Administration with a major in Accounting from Central State University (CSU), in Wilberforce, Ohio.
He began his career at Citibank upon completion of his Bachelor's degree, where he worked until 1977, moving from a pro manager to senior manager. In 1977 he commenced operating Quant Management Consultants Limited, which provided accounting and financial services along with real estate activities.
Mr. Quant was called to the Bahamas Bar in 1988. In 1990, he became a partner in the firm of Wallace, Quant & Co., which lasted for fifteen months, before he formed Sterling Quant and Company. Mr. Quant served as a director of the Bahamas Development Bank Limited, beginning in October, 1992, and held the position of Managing Director from 1993 to 1997. During this time he also served as The Bahamas Alternate Director on the Caribbean Development Bank's Board of Directors.
On January 2, 1998 he was appointed as Acting Registrar General and confirmed in the post three months later. He worked in this position until July 31, 2004, where he had the responsibility of maintaining the Government's records for Companies, Birth and Deaths, Marriages, Land Title Documents, Copyrights and Trademarks. Presently, he is the Senior Associate in the law firm of Legal Associates, which operates out of the office at No. 70 Wulff Road, Nassau, Bahamas.
Mr. Quant has served and been involved with various organizations over the years including: New Providence Amateur Basketball Association (past president), Bahamas Amateur Basketball Association (Vice President), New Providence Golf Association (past Secretary, Treasurer and Vice President), Bahamas Golf Federation Southern Division (Past Chairman), Toast Master Club 1600, Corporation of Industrial and Commercial Accountants (Associate), Phi Beta Sigma Fraternity and the Bahamas Amateur Basketball Officials Association. He has also been awarded the Bahamas Sportsman of the year by the Bahamas Amateur Athletic Federation in 1973 and Basketball Player of the Decade of the 1970's by the Bahamas Amateur Basketball Association.
He was appointed as a member of the Securities Commission on July 1, 2007. Mr. Quant is married to Wendy (nee Gay) and they have two daughters.
